

Board of Commissioners
As a service district hospital and a political subdivision of Calcasieu and Cameron parishes, West Calcasieu Cameron Hospital (WCCH) is governed by the Calcasieu and Cameron Parish Police Juries and a five member Board of Commissioners appointed by these municipalities. The individuals that comprise the WCCH Board of Commissioners, and the areas they represent, are listed below.
Robert N. “Bob” Davidson, was appointed by the Calcasieu Parish Police Jury in 2000 to represent the area of Sulphur on the WCCH Board of Commissioners. Mr. Davidson is a graduate of the University of Louisiana-Lafayette, where he received a Bachelor of Science degree in business administration. He retired from Citgo Petroleum Corporation in January 2000.
Robert "Bobby" LeTard, Board Chairman, was appointed by the Calcasieu Parish Police Jury in 2005 to represent the area of Westlake on the WCCH Board of Commissioners. Mr. LeTard is a graduate of McNeese State University, where he received a Bachelor of Science degree in accounting. He has owned and operated Bobby LeTard Shelter Insurance in Westlake for 31 years, and serves as a partner in education to Westlake High School.

S. Mark McMurry, Vice Chairman, was appointed by the Calcasieu Parish Police Jury in 2022 to represent the area of Sulphur/Carlyss on the WCCH Board of Commissioners. Mr. McMurry holds a Master's of Public Administration (MPA) from Louisiana State University and currently serves as president of McMurry Leadership & Management LLC.

Cecil Sanner, was appointed to the West Calcasieu Cameron Hospital (WCCH) Board of Commissioners in December 2023. A Hackberry native, Mr. Sanner graduated from Hackberry High School and earned a Bachelor of Arts in Social Studies and French Education from McNeese State University in 1967. He went on to receive his Juris Doctor degree from LSU Law School in 1970.
Mr. Sanner served as Cameron Parish District Attorney for 12 years, focusing on real estate, successions, and wills. His military career spans 21 years, including active-duty service during the Vietnam Conflict and Operation Desert Storm, retiring as a lieutenant colonel in the U.S. Army and the Louisiana Army National Guard. He retired from law practice in 2023 and brings a wealth of legal expertise and leadership experience to the board.

Rickey D. Watson, Board Chairman, was appointed by the Calcasieu Parish Police Jury in October 2013 to fulfill the term of the late Rapheal Fontenot. Mr. Watson represents the area of Vinton on the WCCH Board of Commissioners. He serves as a lay minister at Merryville United Methodist Church, and prior to serving in his current capacity, he worked for the U.S. Postal Service for 25 years. Prior to be named to the WCCH Board of Commissioners, he served on the WCCH Foundation Board for two years.
